The secretariat of the NEC 82 standards committee ( https://www.nen.nl/en/normcommissie-zonne-energiesystemen) has commissioned a translation of the German VDE standard with the aim of quickly introducing a NEN standard (“normal” standard) or an NTA (Nederlands Technische Afspraak, a kind of pre-standard) for plug in PV. A member of NEC 82 has been appointed as a “sherpa” for this purpose, whose company will itself be launching a plug-in PV module on the market. I don't expect rocket speed, but I also see a lot of pragmatism at work, and that's positive.
At the same time, the discussion on plug-in batteries is in full swing. Many experts see more problems here compared to plug-in PV, also and especially because the batteries are not only used for self-consumption. Batteries here are also used for trading on the frequency markets and day-ahead markets and therefore run much more often than modules. Since it is not always technically impossible for several batteries to be connected together with outputs far exceeding 800VA, there is great concern about this and calls for standardization, although it is not clear who should be responsible for this (it is not NEC 82, some say this is NEC 64). The whole issue has the potential to overshadow the standardization of plug-in PV.
